  2. Since the 1960s Canada has one of the most non-partisan systems of establishing electoral boundaries in the world. Electoral commissions are independent of government. Two years ago I participated in a redistribution of a riding's boundaries. A model was presented for a huge shift that would have led to an electoral advantage for the governing party. We took the position that the existing boundaries made sense geographically and the Boundaries Commission agreed.
